State actors such as the police and military officers in this video recorded today have a constitutional duty to facilitate free political participation, but not to obstruct it with force. Their conduct today reflects an unlawful use of excessive force and a blatant violation of citizens' rights to assemble and express themselves. We must build a Uganda whose institutions protect civic space instead of constantly assaulting it all in the name of keeping one dictator in power!
