The man speaking in Luganda in this video is called Emma Kuteesa, a serving military officer at the rank of 'Major' who doubles as Museveni’s "Coordinator of Ghetto Affairs". In the video, while addressing youths who identify themselves as members of Museveni’s criminal mobilization outfit known as “Ghetto Structures,” Kuteesa states that any business displaying the Uganda flag will be targeted, broken into, and robbed! In another video that I have shared in the comment section, Kuteesa gives a microphone to one of the youths present who then announces that starting at midnight on 1 January 2026, they will attack and beat up anyone found carrying the Uganda flag! Of course, these threats and actions by Maj. Kuteesa and his fellow thugs in the so-called Ghetto Structures are illegal.
